Queens man arrested in elder fraud scheme in columbia county

On May 12,2025, The New York State Police Livingston Bureau of Criminal Investigation (BCI), in partnership with the Columbia County District Attorney’s Office and the City of Hudson Police Department, announces the arrest of Lance Norman, 36, of Queens, NY, following an investigation into an elderly scam.

Norman has been charged with Grand Larceny in the Second Degree (a class C felony) and Conspiracy in the Fourth Degree (a class E felony), following an investigation into a fraudulent Publishers Clearing House scheme.

The victim, a resident of Chatham, NY, reported receiving a phone call from an individual claiming to represent Publishers Clearing House, informing him he had won $10 million dollars and a new Mercedes-Benz vehicle. The caller instructed the victim that he needed to pay taxes on the prize money upfront.

On two separate occasions, the victim met the suspect in the City of Hudson and turned over large sums of cash totaling approximately $62,000.

Following the report, Norman’s vehicle and description were shared with law enforcement agencies across the region. He was subsequently stopped by New York State Troopers from SP Hawthorne in Westchester County. During the stop, a large amount of cash was discovered in his vehicle.
