Higher fines for mass gatherings in NYC except protests

Governor Cuomo stated higher fines for people who organize mass gatherings in NYC.

This does not including protests from BLM, Antifa, etc. but only house of worship or events such as wedding, etc. in halls.

Cuomo had conference call with Jewish leaders today morning until afternoon. He stated he is the voice of reason against local government and NYC mayor presumably want to shut all of them down.

However during press brief, Cuomo announced complete lockdown after talking to the community leaders despite the 50% capacity ordered by the federal government on house of worship.
