Gouverneur man arrested following an assault investigation

On July 7, 2026, New York State Police arrested and charged Vance J. Jesmer, 35, of Gouverneur, with Assault in the Second Degree (victim 65 years of age or older), Petit Larceny, two counts of Criminal Possession of a Controlled Substance in the Seventh Degree, and Menacing in the Third Degree.

On July 7, 2026, at approximately 5:51 a.m., troopers responded to a residence on Kearney Road in the town of Gouverneur for a report of an assault. An investigation determined that Jesmer became involved in a verbal altercation with the victim, which escalated into a physical assault. Jesmer allegedly struck the victim multiple times, causing a laceration to the victim’s face. During the incident, Jesmer also made threatening remarks, placing the victim in fear of further physical injury. Before leaving the residence for work, Jesmer took the victim’s cell phone without permission.

The victim was evaluated at the scene by Gouverneur Rescue but declined further medical treatment or transport to a hospital.

Jesmer was later located, arrested, and transported to SP Gouverneur for processing. During processing, troopers discovered Jesmer was in possession of a controlled substance, resulting in two additional charges of Criminal Possession of a Controlled Substance in the Seventh Degree.
