Two individuals arrested in the town of Plattsburgh stemming from a fight in progress complaint

On October 24, 2025, New York State Police members arrested Pedro J. Cruz, age 56, of West Chazy, NY, for Criminal Obstruction of Breathing or Blood Circulation, and Skylar J. Cruz, age 24, of West Chazy, NY, for Criminal Possession of a Weapon 4th degree, Menacing 2nd degree, and Criminal Mischief.

On October 24, 2025, at approximately 9:39 a.m., Troopers responded to Smithfield Boulevard in the town of Plattsburgh, Clinton County, for a report of a fight in progress.

An investigation determined that Pedro and Skylar Cruz were involved in a physical altercation with two victims. During the altercation, Pedro Cruz used his hands to wrap around one of the victim’s necks and applied pressure, causing the victim to be unable to breathe. Skylar Cruz was in possession of a knife, which he brandished while making threatening remarks toward the victims. He then punctured the front driver’s side tire of one of the victim’s vehicles and struck the window with the knife, causing damage.
