Traffic Stop in the town of Massena leads to drug arrest

On October 21st, 2025, the Troop B-Violent Gangs and Narcotics Enforcement Team charged Leon B. Wells, 50, of Gouverneur, NY, and Stephen E. Keleher, 46, of Norwood, NY, with two counts each of Criminal Possession Controlled Substance in the 3rd degree (a Class B felony), and one count each of Criminal Possession Controlled Substance in the 7th degree (an A Misdemeanor).

On that same day, members of the New York State Police were patrolling in the town of Massena and initiated a traffic stop on a vehicle for a traffic violation. During the stop, Wells and Keleher were interviewed, which resulted in the use of a K9.
