State Police arrest two and seize more than 500 pounds of cannabis following pursuit

On July 16, 2026, State Police of Wilton arrested:

The driver of the vehicle, Torrey R. Jackson, 39, of Massena, NY, for:

Attempted Aggravated Assault upon a Police Officer, a class “C” felony

Criminal Possession of Cannabis 1st, a class “D” felony

Two counts of Assault 2nd, a class “D” felony

Criminal Mischief 2nd, a class “D” felony

Tampering with Physical Evidence, a class “E” felony

Resisting Arrest, a class “A” misdemeanor

Reckless Endangerment, a class “A” misdemeanor

Unlawfully Fleeing a Police Officer in a Motor Vehicle, a class “A” misdemeanor

Numerous vehicle and traffic law violations

The passenger in the vehicle, Tori L. Rushlow, 29, of Massena, NY, for:

 

Attempted Aggravated Assault upon a Police Officer, a class “C” felony

Criminal Possession of Cannabis 1st, a class “D” felony

Assault 2nd, a class “D” felony

Criminal Mischief 2nd, a class “D” felony

Tampering with Physical Evidence, a class “E” felony

Resisting Arrest, a class “A” misdemeanor

Reckless Endangerment, a class “A” misdemeanor

Unlawfully Fleeing a Police Officer in a Motor Vehicle, a class “A” misdemeanor

A vehicle and traffic law violation

On July 16, 2026, at approximately 3:24 p.m., Troopers attempted to stop a vehicle being driven by Jackson that was traveling southbound on I-87 Northway in Queensbury for a vehicle and traffic law violation. The vehicle failed to comply, and a pursuit was initiated. The pursuit entered Saratoga County, where the vehicle exited the Northway at exit 17, and traveled on multiple residential and rural roadways. Throughout the pursuit, Jackson operated his vehicle recklessly, driving through fields and residential yards.

Jackson returned to the Northway via the Exit 16 northbound off-ramp, traveling southbound in the northbound lanes (wrong way), then striking a northbound marked State Police vehicle and allegedly intentionally attempting to strike multiple other marked patrol vehicles. The suspect vehicle corrected its direction of travel upon meeting a stationary roadblock of Troop vehicles at exit 15, which was temporarily closed by Troopers for public safety. The vehicle then proceeded both northbound in the northbound lanes as well as southbound in the southbound lanes, while multiple garbage bags containing quantities of vacuum-sealed cannabis were thrown from the vehicle by the passenger later identified as Rushlow into lanes of travel, and while Jackson allegedly attempted to purposefully ram into police vehicles. The vehicle eventually stopped in the median, where the driver and passenger attempted to flee on foot, but both were quickly taken into custody while actively resisting at approximately 4:15 p.m. Additional cannabis was located in the vehicle and seized. The total amount of cannabis seized, to include what was thrown from the vehicle, was more than 500 pounds.

Jackson and Rushlow were transported to SP Wilton for processing and later arraigned at the Wilton Town Court, where they were remanded to the Saratoga County Correctional Facility without bail.

Two State Police members sustained non-life-threatening injuries, and two State Police vehicles sustained damage during this incident.
