State Police arrest Odessa man for grand larceny investigation in Horseheads

The New York State Police in Horseheads arrested Jeffrey L. Riker, age 46, of Odessa, NY, following an investigation into the theft of more than $4,000 from a Horseheads resident’s bank account.

 

On April 21, 2026, troopers responded to a residence on Level Acres Drive in the town of Horseheads for a fraud complaint. The victim reported unauthorized transactions totaling $4,319 from her Chemung Canal Bank account between February and April 2026.

An investigation determined the transactions were conducted through a Cash App account associated with Riker. The victim stated Riker had previously been at her residence with a former home health aide and that she never gave him permission to access or use her financial accounts.

During the investigation, investigators obtained bank records and social media messages related to the case.

On May 18, 2026, Riker responded to SP Horseheads and was arrested for Grand Larceny 3rd degree (D felony). He was processed without incident and arraigned in the Town of Horseheads Court. Riker was released on his own recognizance and is scheduled to return to court on June 10, 2026.
