State Police arrest Newburgh man on charges of child sexual exploitation

On October 21, 2025, the State Police Troop F Bureau of Criminal Investigation (BCI) at Montgomery arrested Paul Merrill, age 70, of Newburgh, NY, on charges related to child sexual exploitation.

 Merrill is charged with:

      •Possessing a Sexual Performance by a Child Less Than 16, Access to View, a Class E felony

 He is accused of possessing and having access to several images consistent with child sexual exploitation. The arrest follows a CyberTip from the Internet Crimes Against Children Task Force (ICAC), the Troop F Computer Crimes Unit (CCU), the Troop F Bureau of Criminal Investigation (BCI) at Montgomery, and the National Center for Missing and Exploited Children (NCMEC), which led to the execution of a search warrant at Merrill’s residence in Newburgh, NY, in June 2024.
