State Police arrest Harriman man on child pornography charges

On March 25, 2025, the State Police Troop F Bureau of Criminal Investigation (BCI) in Monroe arrested Philip Kinkel, 57, of Harriman, NY, on charges related to child sexual exploitation. Kinkel is charged with Possessing an Obscene Sexual Performance by a Child less than 17, a Class E Felony, for possessing and having access to images and videos consistent with child sexual exploitation.

The arrest follows a proactive investigation by the Troop F Computer Crimes Unit, in collaboration with Troop F BCI, which led to the execution of a search warrant at Kinkel’s residence in Harriman, NY, on March 25, 2025.
