So many rules and rules for retailers in NYC

NYC, where government overreach is always at its maximum peak. You can't do this, you can't do that, you do it this way, or you do it that way. Let's start with the first rule. A license is required to sell fresh or frozen fruit or vegetables. Next, get the permit for a food service establishment. Then retail food store license and the list is endless. The best one is all retailers, commercials and anything operating for profit are required to hire private carriers to collect their waste by law if you don't want to. Something most want to abolish but can't.

Over the weekend, the NYPD received a complaint about the sidewalk having fruits and vegetables along with sugar cane making drinks to sell on Union Turnpike near 249 Street in Bellerose. Both operations require permits. Those are a green cart permit, stoop line stand license, and anything related to a food handling license. So many kids want to sell lemonade, but too many laws in NYC.
