Self serve kiosk are hard to follow without a manual or a human to explain

The Floral Park post office has most of its services under self serve setup and customers rarely use them unless someone teach or guide like Pathmark or Home Depot has. With $1 billion dollars in loss by the postal service, the US government can't figure out how to make its kiosks successful like the health care website.
