Red Hook man arrested for sexual abuse involving a child

On December 11, 2025, The New York State Police Bureau of Criminal Investigation in Rhinebeck (BCI) arrested Julio C. Vargas Martinez, 31, of Red Hook, New York, on charges of Sexual Abuse 1st, sexual contact with a victim younger than 13 by a defendant 21 or older, a class D felony, and Endangering the Welfare of a child, a class A misdemeanor.

On Dec. 11, 2025, investigators received information regarding a sexual assault involving a child. Subsequent investigation determined that Vargas Martinez engaged in sexual contact with a victim younger than 13.

Vargas Martinez was arraigned in Red Hook Town Court and remanded to the Dutchess County Justice and Transition Center in lieu of $25,000 cash bail, $50,000 bond, or $100,000 partially secured bond. A preliminary hearing is scheduled for Dec. 17, 2025, at 3 p.m.

The Red Hook Police Department and the Child Advocacy Center assisted in the investigation.
