Private vs public events in NYS

Over the weekends, there were weddings, birthday parties, etc. while NYC sheriff continue to enforce eateries for not practicing social distancing, limited capacity and order food with alcohol drinks. However for catering halls, maximum number is 50 people for wedding, birthdays, etc. according to health department. The first step is outlining compliance and then if necessary, issue summonses. For private homes and other private locations not listed commercially, there are no enforcement for watching movies outdoor, wedding, birthdays, etc. according to the governor's office of which an executive order does not apply. This includes barbecue, swimming, yard sport events, etc. What the mayor's office stated, such events at private locations can cause outbreak and spike on coronavirus and its not safe. According to NYS and NYC courts, if the wedding license is in place, NYPD or sheriff cannot cancel and can only enter at private locations with a warrant. No judge will enforce such a warrant due to non-executive order. The only enforcement is noise control by calling 311.
As for SUNY Oneonta reported today, the 2 weeks shut down of in-person learning after 105 tested positive were attending parties outside the campus. The same if anyone tested positive while at school or work after attending private events.
Another event is protest and outdoor closed streets in NYC. Both are not enforced.
The point is to test and report the ratio statewide of the coronavirus for now to keep it low but for how long. The governor's office stated there might be a second wave and the mayor's office didn't respond.
