On COVID-19, there were 23 deaths yesterday with 17 in hospitals and 6 in nursing homes. Total people tested to date is 2,934,599 with 383,324 positive cases. 694 new positive cases yesterday.
For the Phase 3 re-opening, low rik youth sports are allowed. This includes youth leagues.
Cuomo stated the state received over 25,000 complaints about local businesses violating the coronavirus restrictions. Most are from Manhattan and the Hamptons. The enforcement is up to the local governments. When police enforce, make sure they wear masks. He also stated liquor authority can terminate licenses that doesn't comply.
Cuomo signed two bills into law. The first bill affirms the right to record police activity. The second launches a Dept of Health study on health impacts of COVID-19 on minorities in NYS.
