Cuomo quoted, "You should have no question in your mind that if you walk down the street and you're not wearing a mask and a police officer sees you, you will be ticketed."

Waiting for details on how this will be enforced.

Update - Here is Cuomo's statement - He need 400 enforcement officers from NYC law agencies to enforce social distancing in NYC hot spots. The state will oversee enforcement in NYC by working with health inspector and NYPD with presence of state task force. NYPD should issue tickets to civilians for not wearing masks in NYC but the NYC mayor responded with this, "No that is not my understanding that?s not how it works legally". Also, the mayor stated "Our officials were out looking for those standards and did not find very many situations where that was needed." for civilian enforcement.

So basically its a chit chat by offering a mask and put it on or face fine method has been effective to civilians who doesn't know there is no enforcement in NYC. If civilians knows, they are not going to wear it next time when an NYPD officer warns to wear a mask.

The current executive order for statewide is mask is only required if one can't be 6 feet apart. However, the executive order does have loophole masks must be worn in public. For this enforcement, a legislature must be introduced to pass in both Senate and Assembly to make it law for the governor to sign first.
