New plan for the homeless in NYC

Ahhh that's so nice with taxpayers funds. Some of the members of the city council are working on a new budget to curb dumps done by the homeless in NYC. Anyone can be homeless and camp in any public place without the worry of being chased away including NYPD. Now comes the good news. Each homeless person will receive cash to buy groceries including whiskey and cigarettes as long as their surroundings are clean and dispose of garbage in proper places. This includes pee, poop and its accessory containers by seeking out garbage bins. Sanitation department will gladly pick it up. The plan is alternative to many homeless facing abuse, assaults, harassment, robberies and other tolerance in shelters. This the same plan similar to street vendors who also sleep in the same spot while selling to earn.
