New bill requiring 16 and below to wear seat belt in the back seat

The Bill S4336 has passed in the Senate outlining no one 16 or below can ride in a vehicle's back seat without safety belt. The bill has been forwarded to Assembly which is expected to pass. Details including penalty has not been disclosed. Governor Cuomo is expected to sign the bill to become law in New York State including NYC.
