NYC allows hydrants to be opened

A civilian can call 311 or a local fire station nearby to have fire hydrants opened. Then the hydrant will be fitted with a spray cap. In order to do this, one who calls must be present with valid identification, over 18 and sign a form of cooperation of schedule. Once the schedule is set, a member of FDNY will arrive to turn on the hydrant and turn off as long as the person signed the form is present. As for environmental issue on saving water, that's another issue the city won't comment since health crisis in the heat is a priority.
