Memo issued to all NYPD again after the tragic killing of a raccoon in Queens

The tragic death of Rocky the raccoon has brought many tears and sadness from locals in Queens.

This is from the NYPD,

On January 22, 2026, approximately at 9 AM, a sergeant from the 100th precinct was with two officers near the beach when he allegedly decided to shoot a raccoon three times for amusement. This incident was reportedly captured on body-worn cameras, and the Force Investigation Division (FID) responded to the scene. The sergeant, who has over 18 years of experience and was recently promoted, allegedly instructed the officers to shoot the raccoon. When they refused, he allegedly proceeded to take the action himself. The sergeant has been suspended pending further investigation.

The legal procedure is to call ESU and wait for them at the scene to secure the raccoon. Then transport the raccoon to the animal control center in cooperation with an escort to reach safely. The next step is to check for rabies etc to determine what needs to be done by the animal care center.

This is the same with all animals including dogs unless someone is in imminent danger of being attacked.

Due to the weather, the animal rights groups will not have a rally but will consider at a later date weather permitted.
