Coronavirus brief from the governor

Cuomo gave a press brief on coronavrus with NJ and CT governors. Today is day 116 for press brief.
51,144 tests yesterday. 581 tested positive. 17 deaths yesterday.
With CT and NJ governors, any residents from out of state coming to NYS will be subject to 14 day quarantine. The states are Florida, Arizona, Washington, Alabama, Arkansas, North and South Carolinas, Utah and Texas. This will be enforced starting midnight. If anyone violate the quarantine, then subject to judicial and mandatory quarantine and pay the costs of quarantine. Fines will be imposed from $2,000 to $10,000 if harm is caused
Phase 3 started in Long Island. For Phase 4, up to 50 people are allowed for social gathering.
MLB spring training will start July 1. Yankees and Mets will be at their stadiums.
Gyms, malls and movie theaters are not in Phase 4 due to virus spread high in other states. Cuomo will announce the dates after collecting data from science.
NYC beaches are slated to open on July 1.
