ConEd denies manhole fire at any locations in the area

After making a statement to ConEd that power was out due to manhole fire, ConEd denies at all angles after constant testimonials from some of the witnesses. One worker even stated someone deliberately went under ground and caused a damage since manhole covers are open without locks. After a long persistence, ConEd forward to their legal dept and requested a complaint in writing. Other than that, they are not obligated to comment.
