City is now fining private property owners for live rats

Beside restaurants, private home and business owners can now receive fine for live rats. A neighbor can complain if a live rat is seen in the yard and not just live rat but burrows, droppings, gnaw marks from rat's teeth, tracks, runaways and clutter signs.
