Bellerose traffic light switched and scaring naive drivers

This is on 249th Street and Union Turnpike where the lower middle traffic light aimed for drivers going east is switched and pointed in a different direction. Drivers coming from west 249th Street are confused especially the naive ones when seeing both red and green lights. According to DOT, it can only be done by someone and not turn by itself. After making a complaint to 311, DOT replied with several weeks since no accidents are reported.
