Average threshold is 2 57 for NYC

NYC public schools remain open tomorrow after the mayor put fear mongering to parents of possible 3% average ratio.

As of today, the citywide test positivity for 7 day average is 2.57%, far from the 3%. For each percent, 100,000 people need to be tested so for 3%, 500,000 is needed which is a rare feat.
