The NYS Governor announced any businesses not complying the mask mandate starting Monday will be fined $1,000.

This is statewide from December 13 to January 15.

Yes for Christmas and New Year celebrations for public indoors of businesses.

The NYC Mayor already enforced this plan with marshals in place for fines. Now the Governor is following the mandate for statewide. Election is coming up next year for both.
