A new card for deaf and hard of hearing drivers in NYC

The NYPD will issue new cars to help drivers who are deaf or hard of hearing to communicate effectively with police. The card can be placed next to the visor and can be used whenever they are pulled over for a reason. About 11,000 cards will be issued starting this week.
