That's 149% jump from 2014 to 2018 in NYC according to the newly released report by NYC Comptroller's Office. With NYC Council making a new bill to have kitchens in shelters, the budget will increase further if Mayor di Blasio signs to become law. Private watch groups reported half of the homeless are due to the choice they made and demands alternative programs for support.
