Waiting on the mayor to spill out

Governor and the mayor have different numbers on COVID. The state has 7 day average for NYC at 2.5% but NYC use different numbers. The mayor will decide for schools to close if the number reach 3%. Where does 3% comes from? Only the mayor knows!

Governor in his press brief says NYC public schools are open tomorrow. Now waiting for the mayor's decision.
