Suspected identified and arrested in the Louisville stolen tools case

On June 19, 2025, at approximately 2:07 p.m., New York State Police members responded to State Route 56 in the town of Louisville for a report of multiple tools stolen from a building.

An investigation determined that two male individuals unlawfully entered a building without permission and stole tools. The suspects were identified as Jason P. Morgan, age 42, of Norfolk, NY, and Curtis M. Welcher, age 34, of Massena, NY.

Welcher was arrested and processed at SP Massena on August 8, 2025. He was charged with Burglary 3rd and arraigned in the Town of Norfolk Court, where he was released on his own recognizance.

State Police members submitted a request for an arrest warrant for Morgan through the Louisville Town Court. The warrant was granted on October 23, 2025.

Morgan was located on November 27, 2025. He was arrested and transported to SP Massena for processing. Morgan was charged with Burglary 3rd and Grand Larceny 4th. He was arraigned in the Town of Massena Court, where he was remanded to the St. Lawrence County Jail.
