State police arrest Westbrookville man on murder charges

The New York State Police in Troop F announce the arrest of Michael David Carman, age 28, of Westbrookville, NY, in connection with a homicide investigation in the Village of Ellenville, Ulster County.

On March 30, 2026, members of the Ellenville Police Department conducted a welfare check at a residence on Clinton Avenue, where they located Nicole Izabella Perez, age 29, deceased inside her apartment. The New York State Police assumed the investigation, which was subsequently determined to be a homicide.

Through investigative efforts, Carman was identified as a suspect and determined to have fled New York State. Troop F Investigators, in coordination with the Ulster County District Attorney’s Office and law enforcement agencies in Florida, located Carman in Clay County, Florida.

An arrest warrant for Murder in the Second Degree was issued by Ulster County Court Judge Bryan E. Rounds. Carman was taken into custody and lodged as a Fugitive from Justice in Florida pending extradition.

On April 13, 2026, Carman was extradited back to New York State and is currently being held at the Ulster County Jail. He is scheduled to be arraigned before Ulster County Court on April 15, 2026, at 9:00 a.m.

The New York State Police were assisted in this investigation by the Ellenville Police Department, Clay County Sheriff’s Office, Jacksonville Beach Police Department, and the Ulster County District Attorney’s Office.

This investigation remains ongoing.
