State Police arrest Phelps man on stalking and harassment charges in Ontario and seneca counties

On January 23, 2026, the New York State Police arrested David William Young Jr., age 42, of Phelps, NY, following coordinated investigations conducted by SP Canandaigua and SP Waterloo in Ontario and Seneca Counties.

Young Jr. was charged with the following charges in Ontario County:

Stalking in the 4th degree (B misdemeanor)

Harassment in the 2nd degree (Violation)

Young Jr. was charged with the following charges in Seneca County:

Stalking in the 4th degree (B misdemeanor)

Harassment in the 2nd degree (Violation)

The arrests stem from separate complaints in Ontario and Seneca Counties involving repeated unwanted electronic communications sent between November 4, 2025, and mid-November 2025. In both cases, victims reported receiving an excessive number of text messages, emails, and voicemails after telling Young to cease contact.

Investigators determined that the volume and content of the communications caused emotional distress and material harm to the victims’ mental well-being. Evidence, including electronic messages and supporting depositions, was reviewed in consultation with the respective District Attorney’s Offices.
