Protest with food vs protest without food in NYC

The NYC Mayor's office stated everyone is welcome to protest all they want BUT not near food establishments or retail stores. After the governor ordered all locations that serve alcohol without food must be closed, people can't protest with also alcohol or food in hand while hanging out in the same area. This is a violation of social distancing and the sheriffs are ordered to fine the food establishments leading to shut down. So the blame will go to the food establishment of patrons outside not practicing social distancing. Protesters are welcome to protest and legally, the ONLY location for food provided by taxpayers is in downtown Manhattan as part of Occupy City Hall.
This came after large group not practicing social distancing in Astoria. Also, this includes locations people unable to buy food going to eateries will face fines.
As for Astoria, sheriffs were in full force yesterday night handing out masks, advising eateries and working on crowd control.
