This is what Cuomo said in a press brief.
Considering to tax the wealthy if the federal government does not come through, NY will be forced to budget cuts, borrowing and raise revenues. Tax the wealthy is a federal level decision, not for state or city to enforce. Tax the taxpayers is a state level enforcement and the governor is considering it if the federal aid does not come through. Also, the governor's outline of the budget and where all the money goes will not be disclosed in details but basic version soon.

On schools, NY will disclose, COVID Report Card for every schools in the state. It will show, - how many positive cases, if school is remote, number of students in schools and percentage showing students and staff tested positive.
On ballots, Cuomo signed an executive order to have drop boxes at 300 locations statewide for absentee ballots returned.

On schools, city is launching Learning Bridges child care program to supplement blended learning. 100,000 child care seats are part time and only 30,000 are available. By December, 100,000 will be available.
The ventilation problems will be fixed by the time school opens on September 21.
On entry to NYC, total of 4,543 vehicles were stopped at checkpoints and only 4 were issued for violations. As today, all out of state buses entering NYC will be stopped for quarantine enforcement.
