On NYPD reform, 1% budget cut from NYPD will move to youth and social services. Street vendors will not be enforced by NYPD regardless of legal or illegal. Civil agencies will work on it but didn't specify which one. After Neighborhood Coordination Officers (NCO), the city will hire "community ambassadors" to serve as liaisons at the precinct level.
