Potholes are repaired by filling up with loose rocks

NYC Dept of Transportation's aggressive task force claim to be repairing hundreds of potholes by working long hours using proper materials. This is on 257th Street and 81st Avenue's corner where a pothole was filled by placing black cement rocks.
