Panhandling legal and protected by NYC

Panhandling is legal and protected by NYC Mayor di Blasio confirmed that panhandling is legal and protected in NYC as long as they are not harming anyone regardless of doing it for money or fun. di Blasio confirmed the city has programs for people in need of money or mentally incapacitated by calling 311. For NYPD, the message is to act where there is aggressive panhandling which is illegal. However, people involving mentally ill are reported to NYS Dept of Health which is the scenario at Glen Oaks Shopping Center. According to NYS Dept of Health, their own patrol officers vehicles are constantly monitoring out-patients in the area and in event of unusual activity, they are picked up back to Creedmoor for further evaluation. Also, out-patients are rotated from location to location as part of their treatment. The shopping center security reported they will call NYS Dept of Health as they have the number to pick up out-patients in any event of unusual activities.
