Norfolk man arrested following domestic dispute

On October 21, 2026, New York State Police arrested Spencer L. Planty, age 44, of Norfolk, for Criminal Mischief in the Third Degree and Criminal Obstruction of Breathing or Blood Circulation.

On October 21, 2026, at approximately 3:53 a.m., New York State Police responded to River Road in the town of Norfolk for a reported physical domestic incident. An investigation determined that Planty and the victim were involved in a verbal argument that escalated into a physical altercation. During the incident, Planty allegedly struck the victim in the face, placed his hands around the victim’s neck, and damaged the victim’s cell phone.

Planty was arrested.
