NYPD arrest homeless in subway as a recycle routine

The Transit Bureau of NYPD round up homeless and lock them up in jail. Later they are released and return to subway to keep on begging. Most of them are arrested over 100 times so its a habit and don't mind the routine. However, NYPD had requested the city to place them but homeless shelters during the holidays are at peak.
