NYPD arrest a disabled man with suspended license

This happened outside of Majlis Hookah at 9pm in Bellerose when a patrol car from 105th Precinct saw a man walking strange to his car only to realize he was disabled and requires crutches to walk. His car was parallel parked and someone had moved to the second lane so the disabled man can drive straight to Union Turnpike going west. \
