NYC changed heating temperature required for tenants

Starting October 1, 2017, NYC Housing Preservation Dept reported there will be no more night time temperature variations. Instead the entire apartment must maintain 62 degrees for 24 hours, 7 days a week. Daytime temperature inside must be 68 degrees if the temperature falls below 55 degrees outside and 62 degrees at night time. The Local Law 86 of 2017 will become effective from October 1, 2017 to May 31, 2018. This includes coop and condos. As for homeowners, the best bet is to let tenants pay for heat by lowering the rent to avoid hassles with the city. If the tenant agrees to pay for heat under their name, landlord is not under any obligations except keep the heat working at 70 degrees allowing a good night sleep.
