NYC City Council is now without a financial director for time being

Charles Preston Niblack, 56 is an openly gay and the city council's finance director appointed by then Speaker Quinn. Niblack was arrested and charged with assault and battery for attacking his live-in boyfriend, Helvio de Faria, 53, an artist from Brazil.
