Multi agency investigation leads to grand larceny and scheme to defraud

On March 16, 2026, New York State Police arrested Jennifer A. Laughing, age 48, of Hogansburg, and charged her with Grand Larceny in the 4th Degree (two counts), Grand Larceny in the 3rd Degree, and Scheme to Defraud in the 1st Degree.

On November 12, 2025, at approximately 8:00 p.m., State Police were notified of a larceny complaint. An investigation determined that Laughing, an employee of Citizens Advocate in Malone, was responsible for the care of two disabled residents.

While acting in this role, Laughing allegedly took funds and misused money belonging to both individuals.

An internal investigation revealed that Laughing took approximately $5,073.32 from one individual and $2,573.47 from the other.

A warrant for her arrest was issued by the Town of Malone Court. Members of the Saint Regis Mohawk Tribal Police Department located Laughing, took her into custody, and turned her over to State Police.

Laughing was processed at SP Malone and subsequently arraigned in the Town of Malone Court, where she was remanded to the Franklin County Jail without bail.
