Horseheads man arrested on predatory sexual assault charges

The New York State Police Bureau of Criminal Investigation (BCI) in Horseheads, in cooperation with the Elmira Police Department, arrested Kenneth G. Morales, age 29, of Horseheads, NY, following a joint investigation into sexual abuse involving multiple juvenile victims.

The investigation began in August 2025 after information was developed regarding historical sexual abuse in both Chemung and Schuyler Counties. Forensic interviews were conducted at the Chemung County Child Advocacy Center, and Morales was identified as the suspect.

On October 8, 2025, Morales was taken into custody without incident. He was charged with Predatory Sexual Assault (A-II Felony). Morales was processed and remanded to the Schuyler County Jail in lieu of $300,000 cash bail or $600,000 bond.

This is an active and ongoing investigation.
