Governor Cuomo is in favor of congestion pricing over bridge tolls in NYC

NYS Governor Cuomo announced in the 2019 budget of plans to have congestion pricing on Tuesday, January 16. However, there would be no tolls on bridges crossing between Queens and Manhattan. Queens elected officials are protesting the plan but Manhattan welcomes it. Locations has not been announced but certain zones where congestion are under consideration when the Governor announces his next step. This includes the fare and times of travel. Cuomo also stated the report will be released with all options after review.
