Garbage clean ups in NYC is limited due to budget cut

The NYC mayor's office reported $106 million has been cut from the budget and there will be limited clean ups around the city. The pick up and clean ups around the city has forced to reduce the operation by 60%. This also affected protests which has been garbage pile ups all over. The curbside pickup collection remains unaffected.
However, property owners will face hefty fines if garbage is not cleaned up in front of their property including within 18 inches from the sidewalk to the road every day.
For public housing, there are no fines despite pileups caused rats and raccoons in their neighborhood. The public litter baskets has been shortage after many steals to sell at the local metal scrappers and has not been replaced.
