Confusing driver could not see where the sign is placed

This is 259th Street which is a two way street but there is a sign of do not enter for Burger King parking lot exit. This driver after coming out of the parking lot think 259th Street is one way so made a left turn to the opposite lane to wait for the light before making a left on Hillside Avenue. \
