Broken meter is not understandable in NYC s dictionary

This is a broken meter on 254 Street between Union and 80th Avenue. It is really broken but according to NYC Traffic Agent, a car can park for one hour for free. However who is watching the clock for one hour so traffic agents slapped with tickets on cars on that side. \
