Arrest made following child exploitation investigation in Cayuga county

The New York State Police announce the arrest of Randy Foster, age 57, of Auburn, NY, following a comprehensive child exploitation investigation conducted by SP Auburn Bureau of Criminal Investigation, Troop E Computer Crimes Unit, Troop E Forensic Investigation Unit, and SP Auburn Uniform Force.

On July 24, 2024, State Police executed a search warrant on Miller Road in the town of Sennett as part of an ongoing child exploitation investigation. During the search, multiple high-capacity rifle magazines were discovered. Additionally, numerous electronic devices were seized for forensic examination by the Troop E Computer Crimes Unit (CCU).

Following analysis, investigators determined that Child Sexual Abuse Material (CSAM) was present on multiple seized devices. The case was subsequently presented to a Cayuga County Grand Jury on January 27, 2025, which resulted in Foster’s indictment on the following charges:

Promoting a Sexual Performance by a Child (D Felony)

Five counts of Possessing a Sexual Performance by a Child (E Felony)

Three counts of Criminal Possession of a Weapon 3rd: High-Capacity Magazines (D Felony)

An arrest warrant was issued by the Cayuga County Court.
