Anybody can vote in NYC bill coming

The NYC Council is passing the bill to allow almost one million legal residents who carries green card can vote in local muncipal elections. This is only for City Council and other local committee including community boards. So this means non-citizens can vote. Another bill for undocumented to vote is in the draft stage which is only for taxpaying as evidence.

The bill says residents must be living in the city for at least 30 days prior to an election. It also specifies that it only applies to municipal elections and calls for a separate form of voter registration to reflect that. The next vote for the council is December 9.

It's upto the Mayor to sign it if passed.
