911 line not working in NYC

Is NYPD really defunded?
More than 1,000 calls to 911 by NYC residents goes unanswered today. Civilians called their local precincts who were advised to call 311. The 311 operators advised to call 911 and try again after some time for emergencies.
Update - This is from the mayor's office, "There are no technical issues with 911. Call volume is high due to the storm and downed trees. New Yorkers should continue to report downed trees to 311 and call 911 to report life threatening emergencies."
However, NYC civilians reported to FCC this never happened during any storms and why now.
Two people landed in the hospital after mugged in Brooklyn unable to reach 911 promptly.
